Addressing housing needs, creating job and economic opportunities, and spurring additional investments in our community

New, beautifully designed, diverse, and state-of-the-art housing is central to the creation of a stable, cohesive community and a thriving, productive, local economy. With this in mind and informed by years of resident and stakeholder input, the Housing Authority of the City of Shreveport, along with their development partner, ITEX Development LLC, have created a HUD-approved Housing Plan, which will develop new rental housing opportunities in multiple phases for a variety of family types, sizes, and income levels.

The Housing Plan is aligned with the Transformation Plan for the Choice Neighborhood and aims to create high-quality, energy-efficient, mixed-income, multi-family housing that:

Attracts private investments and new businesses to the area;

Supports a live-work environment near downtown;

Provides diverse housing for all household types; and

4

Uses funds efficiently and maximizes leverage for development.

This new mixed-use, mixed-income community will be known as Bayou Grande. The Renaissance at Allendale and Cora Allen Townhomes are Choice Neighborhood phases built prior to grant award.

Bayou Grande

Bayou Grande will provide new, desirable, modern living in downtown Shreveport. This multi-phase, mixed-use, mixed-income community, located within walking distance of downtown, will transform the vacant lots surrounding the Millennium Studios film production facility into a vibrant urban neighborhood.

The community will provide nearly 400 new rental housing opportunities in six or more phases for a variety of family types, sizes, and incomes and 5,000 square feet of retail space.

All Bayou Grande phases are planned to feature modern, in-unit amenities, such as granite countertops, new appliances, track lighting, and wood-style flooring. Residents will also enjoy popular community amenities, such as fitness centers, community lounges, playscapes, dog parks, swimming pools, and cyber cafes. All these improvements will add value to the surrounding community, create excitement in downtown housing, and help to meet critical community needs.

All development will be funded using a mix of leveraged private and public sources.

Heritage Place at Allendale

Building off the momentum created by the Bayou Grande phases, the CN Housing Team will begin development on Heritage Place at Allendale. This development will repurpose vacant lots in the historic Allendale neighborhood into new, quality built, affordable homes.
